Richard Pestell delves into the changes to the NPPF made by the Government and it’s wider impact.

Richard is a Director of Planning at PBA. He is a policy planner with 17 years’ consultancy experience, planning for housing, the economy, and employment. Richard has provided evidence and advice for local authorities through SHMAs, housing needs studies and employment land reviews.
He has helped draft guidance on planning for economic land uses for both CLG (PPS 4) and the Welsh Government (PPW & TAN). Before the regions were abolished he helped draft local guidance for the majority of the English regions. He was seconded to the Homes England for several years; first in Warrington, and then as a Regeneration Manager in Birmingham.
For many years he designed and managed the collection of NLUD (National Land Use Database) data from local authorities; achieving a near 100% return rate.
Richard defends his work for the public and private sector at both EiP and Inquiry. In addition to helping formulate polices he also works with clients to promote development schemes; especially where employment land or housing considerations are paramount.
