Melton Mowbray Borough Council commissioned PBA to prepare a Car and Coach Parking Strategy, with the overall aim of boosting tourism and making Melton a more appealing place to shop, visit, and do business.
The project fulfilled client requirements on a challenging timescale, developing a strategy and an interactive parking model for eventual use by council officers. The strategy, which included a future growth and charging regime, will help the Council to support the economic growth of the town, maximise footfall, and identify areas for improvement. Built on data provided by the Council, the strategy identified a multifaceted approach which aims to improve the overall experience of visitors, manage car and coach parking traffic, and provide a financially sustainable approach which encourages best use of available parking infrastructure.
The interactive parking model includes supply/ demand calculations for parking provision based on development and operational scenarios as well as economic modelling of tariff change scenarios.
PBA consulted local stakeholders including tourism destinations, coach tour operators, local businesses including the Business Improvement District, and the council to establish what the existing issues in Melton Mowbray, and explore possible solutions to inform the strategy.
The use of the parking model will be taken over by Melton Borough Council following a training session provided by PBA, enabling the Council to provide their own forecasts and test various provision strategies as they require.
