Philip Secker

Philip is a Chartered Engineer and a Fellow of both the Institution of Civil Engineers and the Institution of Structural Engineers. On graduating from Bath University in 1978, Philip spent 5 years as a site engineer, working for the Cleveland Bridge and Engineering Company. He joined Hannah-Reed and Associates in 1983 and then PBA in 2013 as part of the acquisition.

Philip has over 35 years’ experience in all aspects of building and civil engineering design and construction. He is based in the Oxford office and currently leads the local Building Structures team.

His technical design work has included embankments, highways and main drainage, building structures and foundations. He has also prepared flood risk assessments, transportation assessments, travel plans and public realm designs.

He has experience in residential, commercial, industrial, health care, and education sectors, encompassing the use of timber, steel, concrete, and masonry.

His particular field of interest is in structural refurbishment projects. Philip has worked on many of the historic buildings in the Oxford area, including the Radcliffe Camera, Bodleian Library, Natural History Museum, and Blenheim Palace. He has also overseen a number of projects undertaken for the Oxford Colleges, including Trinity, Corpus Christi, St Hugh’s, St Johns, and Magdalen.
