Bernard joined PBA in 2001 and became a Partner in 2017. He holds an undergraduate degree in Architecture from the University of Liverpool and a Postgraduate Degree in Town Planning from the University of Manchester. Bernard leads PBA’s Manchester office, where he promotes clients' sites through the planning process and has a strong track record of achieving allocations and planning permissions.
Bernard acts for many national and local house-builders, land development companies, landowners/investors and a diverse range of other commercial interests, and has also advised numerous public sector clients. This experience includes developing regeneration strategies and implementation plans; providing planning policy advice; and undertaking a wide range of evidence-based studies. Bernard has played a key role in developing PBA’s various site assessment ‘toolkits’ and sites databases, which can be applied to specific sites or to wider geographical areas.
Bernard has led numerous private-sector housing and mixed schemes in the North West and beyond. He also has significant expertise in retail and town centre planning policy, and has consulted on many of the region’s largest shopping centre schemes, including Harrogate, Stoke-on-Trent, Hinckley, Thorpe Park, and Wrexham. He regularly serves as an expert witness.
